1. Extend participant resources with forum, weblogs, newsletter
2. Send out invitations to individuals and organisations in science and learning
3. 25 voting members: discuss whether this can be made more official
4. 50 voting members: make this official, with statutes and contribution
5. 200 voting members: first elections for parttime 9 seats - annually
6. 1000 voting members: elections for parttime 19 seats - annually
7. 10000 voting members: elections for parttime 50 seats - annually 25
8. 100000+ voting members: elections for fulltime 99 seats - annually 33
